The flaw are something opposite to the character like Sunny who always lie can’t lie anymore or Cassie who see everething is blind. Rain can’t have a flaw wich is not killing because she doesn’t like killing from the start. It would be more logical that her is flaw is making her kill.

Why does Nephis and Sunny (if he can still do it) challenge the fourth nightmare?

Not really because it was implied that the sovereign need to kill each other in order to evolve.
