Names have grammar. You are talking about the spelling of names. However, I am talking about adding suffixes. A suffix is a "morpheme added at the end of a word to form a derivative, e.g., -ation, -fy, -ing, -itis." In this case, the suffix -ian must be used at the end of Ruthenian because it means that that thing is "belonging to or relating to; a person belonging to or coming from." Therefore it must be Ruthenian Empire and not Ruthenia Empire. Ruthenia Empire makes no gramatical sense. Either say "Ruthenia", or "Ruthenian Empire." America existed as a word, because it was the name of the continent. North America and South America were named after Amerigo Vespucci, who was the first to say that they were new continents and not Asia, centuries before.
