The has only mastered the basics of haki. He has only mastered hardening and imbument, he still has emission and internal destruction left. Similarly he has not mastered emotion sensing, intent sensing or god forbid future sense. He has not completely mastered haki, and has a reasonable foundation to quickly master the basics. To my understanding haki mastery is all about refining the quality and quantity of haki by fighting other masters of haki (for example conquers haki can only be mastered by constant battle). The essence of mastering haki is to constantly refine your will by challenging the will of your opponent.
