think of it like this: There's probably no "dodging gives I-Frames" blah blah stuff in this game. There's also the fact that it's technically irl. You dont expect to dodge a Bullet by dodge rolling at the perfect time to I-Frame the bullet, do you? The Agi increase heavily increases his chance of survival by giving him the opportunities to survive attacks instead of tanking them. Why lose HP when you can lose none instead.

anything can be considered a weapon if used right, so mastery with all weapons would also include unique weapons or strange "weapons". if someone could punch you the same strength as a truck ramming into you, you'd call his fists a weapon. this also goes to his whole body, since you can use most parts of your body as a weapon
