Agreed they had potential, kishimoto actually gave Sakura some character development in the beginning of shippuden but as shippuden progressed her character development started regressing worse and worse all her character development was being ripped out of her by kishimoto while ino was left untouched and Infact started progressing very slowly especially in the war arc where she had some highlights here and there.
