Try not to plan too far ahead, it can get distracting from the current arc and instead of developing already introduced characters you start to focus more on the new ones. Which just leads to more characters and themes that have been half assed. Don't plan on doing that here, so the end game can change depending on how the story goes.

With enough rings yes, but for now Raven has one with Linkle to return to Athenia but if he'd left without another one then after teleportation to the city he wouldn't have been able to teleport back to his party since none of them have a ring yet.
