This makes no sense, although the council has votes on certain matters, in the end the one who decides the final order is the hokage, no one can object to his ruling. The only reason hiruzen agreed to kumo's demand to hand over the hyuga twin is because he himself became soft and didn't want to start a war. No one could've refuted him if he wished to not allow his shinobi to die at the mere demand from kumo.

He probably sees himself in MC, as if the thought of someone else having similar ideals is amazing news to him. I mean lets be frank, orichimaru has always been alone for one reason of the other but one of those reasons is because no one else shared similar ideals of survival to him.
