I don't know what show you watched but no we didn't see bloodbending happen whenever except with amon his brother, and father, they're the only known water bender to be able to do it without the full moon and we only saw them do it when they're grown adults, Levi is still a kid and can already access it. And those who can use it, (only katara and that old hag) NEED the full moon, they don't only blood bend because it is easier, they can't blood bend without it. And even the old hag who had decades of time to master blood bending like you said couldn't do it without the full moon. As for Levi he can access it for an hour whenever he needs when he was only just 6, so you can guess what happened when he is older.

His is better because the cool down decreases and the duration of use increase every level up
