I think I remember reading somewhere (not sure if its true or not) that Pandora actually has 2 different appearances depending on it's orbit it's either completely dry like a desert or completely covered in an ocean and whenever it's time to become a desert the ocean actually recedes back underground. It makes sense to me cause as you explore various locations you'll find all sorts of sea mines, naval ships, fishing villages, and those massive skeletons that all point to the fact that it used to be covered in an ocean and it becoming a desert is somewhat recent like maybe 100 years or so.
