if it's unnecessary, don't add it. Systems are inherently unbalanced and commonly cause continuity errors. I highly recommend not attempting one, even if you have experience. Systems also commonly become crutches that stifle creativity. Meaning instead of figuring out an in universe way to solve a problem, they deus ex machina it with the system.

that's more a problem of improper investment and domestic policy than anything else

No Sparta's problem is that it believes a State is only powerful if it's army is made up of only elite special forces. the Roman Empire was an authoritarian State first entity and it did pretty well all things considered. Only when weak emperors came to power did things start to go poorly. The problem is more the overall focus and culture of the State rather than the government type.

I don't know about the Greeks, but I do know that one of the essential provisions for a Roman soldier was wine. they used it to clean and disinfect wounds, added it to water to make it safer to drink, and drank it to simply destress after a battle.
