They are too busy paying people to make new books to bother with whether people just pocket the money and leave. It being to so hard for them to keep translators might mean they need to pay more.

oh wow. now i'm not even allowed to use fast pass on this book. since I'm not even allowed to read I don't need this app.

They came from their mothers.

They go to the author and get exclusive right to translate in order to block others. Then they pay unreliable and/or unskilled people to translate. Finally, they run off to repeat said actions and forget to keep an eye on the responsibility already accepted.
