Confused about something. He was already a clone when he first appeared right? The multi-form technique creates 4 clones and reduces the power level by 4. Then he would of had a power level of 675 when he first appeared... or a final power level of 10,800. And a power level of 675 wouldn't do anything to em, since its litterly half of Raditz.
