Honestly, I feel like Kaguya can be easily manipulated to join him. from my understanding, she just wanted to survive/protect against her clan's revenge and invasion so she betrayed and then made clones/armies of her enemies to prepare for the big fight. so it won't be that hard to get her on your side if u just show her your intention and how useless it is to resist.

I'm really confused about what he did that caused them to lose a lot of hunters. at the very least it wasn't mentioned or shown.
