Book 1: Records of Magus Killer – Chapter 8 - The November of the Fifth (1)

"Hmm... very good one."

Genzou said after reading through the newly drafted constitution of the Imperial Japan Hierarchy.

Apparently, this newly created state would be a magocracy, meaning magicians would be basically the ruling class, though they would be sharing the rule with the Military.

Entire Chapter I, The Nation and National Pillars, basically stylized magicians, namely Ten Master Clans and the Imperial Japanese Army, as new rulers of the nation; it was even clearly mentioned in Article 3. Afterward, even the Number Family System got into the constitution and now had a constitutional foundation.

After Chapter I, then there was Chapter II, The Council of Nine. It was the governing body of the Imperial Japan Hierarchy. Executive.

Even though the Council of Nine was the governing body, the real power was still in the hands of the Ten Master Clans and the Imperial Japanese Army, as both of them nominated seats on the Council of Nine.

Ten Master Clans elected four seats, while the Army had three seats.

Then there was one seat elected by citizens and, of course, a chancellor who acted as a chairman, who was elected by the Ten Master Clans and the Army together.

This chapter basically created something akin to a puppet government that would deal with affairs related to running a state and not bothering the Army High Command and Ten Master Clans with every small affair.

Afterward, in Chapter III of Magisterium, there was a description of the sole law-making organ of the state and the organ that would be dealing with the most issues.

It was formed by 500 senators, from which 250 were magicians elected by Ten Master Clans, and 150 were elected by the Military... this was basically strengthening a grip on every aspect of the state, creating a very good autocracy.

Even civilian senators must be pro-magicians.

In Chapter IV, Imperial Japanese Army, there was only a brief description, so it was apparent that some new changes and additions would be needed.

What was interesting was that one of the branches was called the Imperial Samurai Order.

Thought it was surprising, albeit not that much. In Japan, there were countless sword practitioners, and some Number Families were magic swordsman clans.

So it would be a good idea to bring all these people together, as it could be beneficial for most of them.

Chapter V, Magicians, Martial Artists, and Samurais, was probably one of the most critical chapters in the entire document.

From Articles about forbidding strong magicians from leaving Japan without special governmental permission to stating essential duties they have in society and, finally, their privileges.

One must know that while these groups of people had many privileges in the country, they were required to do many things, such as mandatory army service or fighting in times of war.

The important thing was also Article 22 about registering every Magician, Martial Artist, or Samurai within the Imperial Magician and Martial Arts Administration Office, as it would create an excellent database of their strength and development.

The most important thing for people gathered in this room was Chapter VI, the Number Family System, especially those who were given privileges to the Ten Master Clans.

What caught Genzou's attention was the last article, namely Article 39, about the creation of the Special Administrative Region, which was the highest form of autonomy. Then, Article 40 allowed members of the Ten Master Clans to construct their own castle or any fortified structure as their main residence.

"I am still a bit surprised that Commander-in-Chief Marshall Yamamoto Genryūsai Shigekuni-dono agreed with such conditions."

Exclaimed Kiritsugu after a short time.

"At first glance, yes... but if you looked deeper, you would notice one thing. Most of the National Defense High Command are Japanese Imperialists that wished for times of Meiji the Great to return for times when Japan stood as a strong united empire."

Kudou Retsu explained to him as he began to interpret the thoughts of the High Command and Marshall Yamamoto.

"While this isn't a perfect embodiment, it is still countless times better compared to the current situation. Especially for some people in High Command Genryūsai-done included who originate from old military families, every generation of the Yamamoto family, from eras of Shogunate, fell in wars to protect the nation."

All present knew that the Yamamoto Family, while not part of the Numbered Families, was an ancient family with samurai roots that had a very deep history in the Military across various regimes of Japan's history.

"Some of them want a military rule to return; some want to have a strong country ruled with an iron fist, not spinless opportunistic politicians, while some want to advance the country paying any price."

"Hmm... we need to focus on developing more magicians. It is apparent that many young magicians will never become one or even lose their ability to lose magic due to excessive stress amount."

Said Kiritsugu after a while, as he has seen this phenomenon pretty often.

"It would be good to optimize this process so we have as few of these people as possible. The ratio between magicians and non-magicians is still too high, so it would be good to be careful."

Right now, the most important thing is to increase the proportion of Magicians and increase their overall number. There were still too few of them, despite the huge population of non-magicians.

"That is certainly the truth. Currently, the majority of magicians come from the Number Family System. If we exclude those under the Tactical-Class, then only 10% of Magicians who are of the Tactical-Class Magicians are civilian-born. Not to mention, if we got by the Psion Orders, then approximately half of the Mid-Order Magicians are of civilian origin."

His future father-in-law certainly agreed with his statement and proposal in one. Still, the Civilian Magicians were a tiny part of the Magician population of Japan right now because most of them stemmed from Numbered Families or the Military.

"In contrast, the rest comes from Number Families or some from the Military. Retsu-san, how many magician children would never learn how to control their magic properly, and by reaching their teens, their ability would fade? Especially those from orphanages?"

Yotsuba Genzou asked a rather rhetorical question... one that was lingering in the air for a very long time already.

"Many, especially now during the war."

It was common knowledge that there were many children who lost their parents during the war, and if a Magician's latent talent weren't developed during childhood, then it would be lost in most cases.

"And because of that... Yotsuba started letting our villagers adopt many of these magician children. You know, many Yotsuba Village villagers don't have children or can't have them, but all of the villagers are magicians. With this, we could increase the number of magicians and prevent a useless decrease in the number of magicians."

This wasn't that much of a secret either way, and some of the Ten Master Clans or other Numbered Families were doing the same. One difference was that the Yotsuba Clan had an entire village to take in magician orphans.

All of them would then grow as powerful magicians and loyal to Yotsuba. Also, it would solve the problem of the stalemate population of the Village, as many Villagers either lost their relatives in the fight or some couples couldn't have children...

"Hmm... a good idea. I think we would need to work with this one in the future. Especially adopting magician orphans would greatly benefit magician clans. Also, it would be better for orphans, as from what I hear, magician children orphanages aren't that nice places... though the law could say one, people could always do the second."

Kudou Retsu said back.

"Also, there is another thing to discuss. I believe that your brother, Yotsuba Motosuke, has already informed you about my proposition in regard to further connecting our families."

The elderly man continued while he looked straight at Kiritsugu.

"Yes."

'Sly old fox.'

Answered Kiritsugu as he thought about something else in his head about Kudou Retsu. He knew that arranged marriages among the Ten Master Clans or Number Family System as a whole were nothing new under the sun.

Even though he wasn't exactly that happy about it, it was the best course they could take.

Yotsuba Elder also realized that their clan was slowly becoming too powerful, and their ties with others from Ten Master Clans were minimal, so this was a very good chance to establish a very long relationship with one of the strongest of Ten Master Clans.

"And what do you think about the proposal? As someone whose firstborn son would be marrying someone from the Kudou Family?"

"That it is a good choice, but the girl must have superior talent, be it in terms of modern magic or innate magic. Also, the Shields branch would help Yotsuba and me with some things in the USNA that you would be informed of in the future."

Stated Kiritsugu his conditions, to which Kudou Retsu nodded his head in agreement, and after they shook hands, he left the meeting room, leaving Yotsuba Genzou and Kiritsugu sitting there alone.

"I think you did very well. Yotsuba has very few allies, and gaining the second strongest family from Ten Master Clans to be allied with us is very good. Even though everyone would be on the same side in a new state, there would still be competition for resources and other things. Though I don't like arranged marriages, it is still not that bad... if they develop feelings for each other from a young age, it is okay."

Sighed Yotsuba Genzou shortly after Kudou Retsu left the room.

"We will think about it later. Currently, we need to prepare for the mission and commence the Coup d'état. Dissolvement of this governmental system and creation of the new one should be, for now, our utmost priority."

Kiritsugu spoke while taking out a cigarette and litting it up.

"That is right. After Japan Imperial Hierarchy is established, we could put our attention to other things. I will go and inform the clansmen about the results of the meeting. You should properly prepare, as this assassination mission would not be easy."

The Patriarch of the Yotsuba Clan stated his final words before he departed away, while Kiritsugu was smoking alone and watching the rising sun.

On the Fifth of November, at seven hours in the morning, Tokyo, an unknown location.

"How many people should still arrive?"

Questioned a man in a combat outfit.

"Most of them are already in their position. We are currently waiting for members of the Yotsuba and Ichijou to arrive, and then we will together move to our location and wait till the attack on the National Diet. I still can't believe those stupid fanatics let themselves be manipulated like this... idiot."

Snorted a man as he thought it over.

"It was done by Yotsubas... so it is not that much of a surprise. I heard they caught a few spies of the Great Asian Union and tortured them to the extreme until they spilled everything they knew. Apparently, this terrorist attack would happen either way, even without intervention from our side. Some fanatics and nationalists of Han wanted to take revenge for the Dahan massacre."

Said another man from the side as he shuddered at mentioning the Yotsuba Clan and Dahan massacre.

"Finally, the rest of the participants are coming."

Stated the squad leader as he looked at the incoming people, clothed in the combat outfits, as they were the members of the Ten Master Clans for the mission. After exchanging pleasantries, the leader of this division, nicknamed Division Imperial, as it was responsible for annihilating the Imperial Family and all opposition from Tokyo.

"Now, listen here."

Ordered a man from the National Defense Forces based on his military stance and voice.

"Now, I will distribute collective commands from the Marshall Yamamoto Genryūsai Shigekuni-dono and Patriarchs of the Kudou Clan and Yotsuba Clan. All of you already know your squads, and each squad would have a target. You are forbidden to use Clan Magic or other types of magic, martial arts, or anything that could be traced to us. The best option is Gem Sequence Magic Spells with pre-recorded magic from the Great Asian Union provided by the Yotsuba Clan. For this mission, Imperial, we need to blame the annihilation of the Imperial Family on the Great Asian Union; the rest of the assassinations across Japan are being made into accidents. So, your assignments are as follows: Squad Dragon, Yotsuba, and Ichijou will take the Imperial Palace. Squad Oni will take the Office of Government. Squad Shadow will be moving separately and will target individual targets for assassination."

Commanded the leader of the entire operation.
