The thieves that had stolen the coins from the dictator was someone from within the country. He might be a computer genius that had a hatred towards the dictator. The dictator was investigating on the data of the thieves and ordered the military to catch the thieves. This thieves was smart because he escaped the country before the dictator could catch the thieves. So, to made sure the thieves came back, the dictator caught the parents of the thieves and slowly tortured them until they would wanted to die instead of living.

The dictator, while torturing the thieves parent, were recording a video him torturing the thieves parents. Even if the dictator outfit were fully covering his appearance, the thieves knew that the dictator was the one torturing his parents. The dictator would be enjoying the process of torturing the thieves parents.

The thieves were really angered by the dictator coward act of using his parents instead of just confronting him directly. The dictator knew that the thieves would came back for his parents since he had a heart while the dictator was the worst human being alive. He made Putin looks like the Pope.
