Elder Witt smiled faintly, "What else did you think?"

"Since the demise of the old Saint Master ten years ago, Mrs. Cole has been managing everything in Saint Hall. But five years ago, after she was poisoned, she gradually stepped back."

"Now, the decisions in Saint Hall are made through a joint hearing and the Elders Council, handling its affairs and supervising the major families and powers of Capital City."
