Of course, this does not mean that Arthur would fear the Dutch Government. The sigh of relief comes from the fact that the Australasian Army could save some troops.
Although the population of Australasia is about to exceed 10 million, many of them are immigrants who arrived in the last two years.
These immigrants still need a long period of education and influence before they can develop a strong sense of national identity and national pride for Australasia.
Therefore, whenever Australasia conscripts, there would be a rigid requirement: they must have lived in Australasia for at least three years.
Of course, this is just the requirement for ordinary troops. If it is Arthur's trusted Guard Division, the requirement is at least five years of residence in the Australasia region.
