The only reason Grey isn't taking any action was because he still had a few more hideouts to attack, and if by any chance any of these people was a hidden Necromancer, it would mean that his cover has been blown and he wouldn't be able to attack the rest ones.

Klaus didn't rush to take any decisions as well, since Grey wasn't in a haste, then he would wait to see how things play out as well.

Grey had already sent the man inside, and knew that there were six Sovereigns inside this place, but all were in the First stage. As long as they used the element of surprise, they didn't have any issues with dealing with them. They still had Void and the bunny leader's new recruit. As long as they used their numbers, they had nothing to fear.
