Somewhat Absurd Law

A new law might be introduced next year in Germany that will require dog owners to walk their dogs at least twice a day. Although the law is definitely understandable, it can hardly be regulated. Additionally, there is also the requirement that each walk is at least 1 hour long, which is unrealistic for a decent portion of dog owners due to certain issues.
