Ori didn't intervene immediately, he watched calmly from his position in the sky. He witnessed Spandam accusing Tom's apprentices; Franky and Iceburg of using battleships they created to attack a judiciary ship.
Ori already knew that the evidence provided was false and Spandam was only doing this to force Tom into a position where he'd have to give up the blueprints for one of the 3 ancient weapons.
He witnessed Franky claim that those ships weren't made to attack unarmed citizens and that he was forsaking them, which lead to his mentor and father figure, Tom breaking the cuffs using raw power and punch him and explain that the act of building a ship is neither an act of good or evil and that he didn't care what ships he built in the future, even if no one else does, the man who built them must love them.
He'd heard the speech before when watching the anime in his past life, but it wasn't the same as listening to it in person. His respect for the fishman rose substantially after that.
Tom then turned and attacked Spandam for making his student feel pain and guilt for a crime that he didn't commit.
After sending the lavender haired CP5 leader flying he was just about to finish the job when Spandam ordered his men to fire and kill his attacker.
Just as he gave the order everyone suddenly felt the air thin and just as the bullets were about to reach their target they stopped dead in their tracks. The Marines who'd just fired their weapons looked at their bullets floating in the air in front of Tom in horror. Just as they were confused about what just happened they heard Ori's voice from behind them.
"Haha it's been a while Bai or should I say Mr. Dreaming Forger."
Bai Kitetsu who had been completely silent till now opened his eyes for the first time. As he did, no surprise could be seen as he saw Ori stood right in front of him. He let out a cheery smile as he replied.
"It's been 9 years Ori, or should I say Mr. Heavenly Demon!"
Spandam forgot that Tom was holding him by the throat as he saw who the new arrival was.
"You… You're the Heavenly Demon!"
As soon as the crowd heard that, they looked at Ori in shock and a trace of apprehension.
"He's the Heavenly Demon?! I thought after what happened between him and the marines a few days ago he would've left these parts…"
"I know. It's almost as if he doesn't know he's still on the door steps of Enies Lobby!"
"He probably knows but doesn't care. You've heard the rumours of how daring he is."
"True!"
Ori heard the discussion of the crowd around him, but he didn't care. He looked at Spandam and said indifferently.
"To think you'd actually use ships built by innocent shipwrights and commit such heinous crimes and then blame it on said shipwrights… The World Government really are full of scum!"
As he said that, everyone seemed to understand there was a plot involved in the capturing of Tom and the others. Spandam who had plotted against Tom and the others couldn't afford for this news to come to light as he had done it without the consent of his bosses.
"You… How did you know?"
He naturally denied his accusations, but the crowd could see from his face that he was lying. But even if they knew he was lying they didn't dare to publicly oppose a man who has the command of a whole Cipher Pol division.
Ori glanced lightly at the violet haired Cipher Pol Division leader. As he saw the look in his eye Spandam grit his teeth as he could see the despise in his eyes. But he didn't say anything because he knew full well that the man in front of him was not someone he could afford to provoke with the troops he brought with him.
Ori looked back at Bai Kitetsu and asked.
"What are you doing here and why did they capture you?"
Bai shrugged as he calmly explained.
"I've been here learning the art of ship building from Tom for the past year now and this morning that idiot over there came and captured us all accusing us of some bogus charges."
Ori raised his eyebrows in surprise as he knew the man in front of him wanted to become the best forger in the world, not shipwright.
"Why are you learning to build ships when you're a forger?!"
Bai smiled as he explained.
"They're connected. Building ships, forging weapons and even tailoring clothes. They're all connected…
About 5 years ago I hit a bottleneck when trying to advance a rank and become a skilful grade forger. Then I was going over my ancestor's diaries and I read a passage that explained that when he reached a bottleneck, he'd focus on another artform like ship building or cooking and he was inspired.
At first I thought it meant that he used those other art forms to take his mind off of the frustration of encountering a bottle neck. But then it hit me, they all have one fundamental point in common…
They all require the creator to use their hands to take raw materials and transform it into a piece of art. When I came to that realisation, I figured that the only way to become a true Divine Forger is to reach the apex in all fields. So my dream isn't just to become a Divine Forger, but a Divine Craftsman!"
When I realised that, I began working in a tailor store owned by an entrepreneur in paradise. After a few months of essentially just knitting, inspiration struck. That night I created the piece I'm most proud of; Purity Dream.
I promised the entrepreneur that I'd repay him one day and I decided to give him Purity Dream to put up for auction, but unfortunately it was stolen on the days leading up to the auction."
As he said that, Ori smiled and removed the black chokuto from his side. As he took it from his hip the colour turned from black to white, as he removed his haki. When Bai saw the sword in Ori's hand his jaw dropped.
"Pur… Purity Dream! It was you?!"
Knowing what Bai was asking, Ori shook his head as he explained.
"When I first arrived in Paradise I fought with a certain man and after going through the spoils of war I found it. When I found out it was you who forged it, I saw it as a sign and kept it by my side ever since."
Bai looked deeply into the eyes of the Heavenly Demon.
"Hahahaha. Looks like our fates our deeply intertwined after all. I'm glad that my best work to date ended up in your hands!"
Watching them talk to each as if there was no one else around angered Spandam and all his men, but no one wanted to remind him that they were still there as the Heavenly Demon was far from someone they could afford to offend.
As Ori and Bai were talking a small group walked out from the crowd and stood in front of Orion as if they were trying to intimidate him.
There was only 3 of them, but everyone could feel that they weren't a group to be trifled with. The man on the right was a tanned giant figure standing at 9", not only was he tall but he was built like a tank with muscles on top of muscles. He had short black hair, and a long beard. He was dressed in a dark khaki shoulder length robe which sat on top of a white t-shirt with torn edges and had a pair of almost angel like wings coming out the back. He was accessorised with khaki gloves matching his robe, a pair of golden earrings and a large bead necklace. Ori recognised the giant instantly; Mad Monk Urouge.
On the right was a man who Ori was very familiar with. The old and frail Beliard. Even though Ori was surprised to see him, he was more surprised to see the man in the middle.
He was a tall, muscular man with a simple white bandana over his head. He had long earlobes weighted down by a diamond-shaped gold earrings that stretched down to his chest. He was dressed in a pair of loose orange trousers with a black pattern on them and a blue flowing sash holding up a light blue veil. He also holds four large Tomoe drums attached to his back via a large ring.
As soon as he appeared the voices of the crowd could be heard.
"Isn't that Enel, AKA The Thunder God; the most recent addition to the list of super rookies!"
"Yeah… That's him! Why are both of the craziest of the Super Rookies here?!"
Enel who appeared to be the leader looked arrogantly at Ori with more than a hint of disdain.
When Ori saw Beliard he could guess how and why Enel managed to descend from Skypiea.
[When I sent Beliard flying back then he must've ended up on Skypiea. Whilst up there, he joined Enel's crew and told him about the world under Skypiea and together they descended. The only thing I don't understand is how Enel got someone like Beliard to submit to him…]
"So you're the "Heavenly Demon"? Not as impressive as I expected!"
Ori looked at the arrogant new arrival with a carefree smile as he asked lightly.
"Enel, didn't you learn to curb your arrogance when Aokiji sent you fleeing with your tail between your legs?!"
"You're courting death!"
As he said that he transformed into a bolt of lightning and appeared directly in front of Ori reaching his hand out to grab Ori by the face.
"100,000,000 Volt Electrical Discharge!"
Suddenly a giant electrical discharge surged from Enel's hand attacking Ori and everyone in the immediate surroundings.
When the dust cleared, and Ori was no longer there, the crowd looked at Enel in horror thinking he'd incinerated Orion and Bai.
"Raijin… He… He just killed the Heavenly Demon!"
"So strong!"
Even though he'd had the effect on the crowd he was hoping for, Enel was still looking down at the ground where Ori was stood with a frown on his face. Suddenly he heard Ori's voice from the sky above him.
"Looks like you really haven't learnt your lesson…"
