I do like your fan fiction but they are some information you don't know or you forgot... That was naruto,s clone technique was multiple shadow clone technique it's a forbidden jutsu its rank above normal shadow clone jutsu which happen to be rank b . Multiple Shadow clone jutsu only Naruto can use it because of his special circumstances 1.he was a uzumaki 2.jinjureki 3.his modified baiju seal. Other can't be like him. If they try his clone jutsu there brain 🧠 will get fried after one use.

Don't forget that information, I always kept it in mind. And actually the jutsu is not that complicated to learn as shown in the original, but it was banned because as you said, it takes up a lot of mental stamina and its extreme use can end up killing you. But despite this, in the story it was shown many times to other characters using them but in a smaller amount, always without making more than 10 clones or even less. I think it all comes down to the amount and the time you keep it active.
other than people like jiraiya, i dont think anyone created more than 2-5 shadow clones. kakashi at the end of wave, probably used normal clones to scare the bandits. almost everyone else used 1 clone.
