I agree. It's not that frieza has to transform to become stronger. His real power is too strong for him to control so he rather is compressing such power into that small form cuz otherwise it would be taxing to his body. He can't attack with all his might in that form yes, but his defences are there nevertheless. So even if he is in that first form it is absolutely impossible for someone to defeat him with a mere 1 million.
