But there is one thing that bothers me isn't the system supposed to know everything why does it say lack of information

Hm, as far as I remember, in none of the system novels the main character asks the system on world building knowledge but gains it from the surrounding gossip/Passerby A/Mob participant praising a genius to the high heavens et al.

The System isn't omnipotent, remember that its specialty is Assassination, not intelligence gathering, but the perk is, you can gather information to increase its database
