I think what he means is potential. Sure, a newborn gible is weak, but you could probably see that it has a bright future ahead. These wild pokemon can't take even a single hit from his elekid, and his elekid is young and barely trained. So, yes, he judged that they just weren't up to his standards.

I do. I usually play rom hacks like radical red, and if you know anything about those games is that they were made by masochists for masochists. Like, before your starter can even have it's 3th evolution, the gym leaders are already using 6 pokemon teams, all of the max IV and EV, optimal move set, trained in competitive battle tactics (yes, the npc also know how to toxic-stall) and even mega-evolution.
