Hiruzen could beat the 3rd Raikage with Enma and was the strongest Kage of his generation which was being stronger than every 2nd and 3rd Kages of every other villiage. There was a reason he was called the GOD OF SHINOBI right after Hashirama. It was because he was just that versatile in every shinobi art which was either 9/10 or 10/10. He was maxed in all natures and was a very proficient in Sealing also. The only reason the second Hokage surpasses Hiruzen is because of his forbidden jutsu and space time jutsu. Other than that they are just about equal. Even his intelligence is on par with the Nara which helped him keep Konoha reigning supreme for his entire tenure. Put some respect on his name.
