I think this answer should always depend on how different your new version is from it's old one. If it's so different that it's essentially a new story(Like an OC MC) then I suggest keeping this one. However if their similar enough, then delete. That said... it doesn't sound like you have something plan out as of yet, so I suggest you wait until you writer your first arc of your new story.

If you write the blood related OC, whether it be transmigrated or reincarnated, I think it will be necessary to write him at early age to beging with so we can know him in relation to the characters. As he would essentially be a new character we'd have to be eased into their new character dynamic. Do they love their brother? Do they 'love' their brother? Do they have a complex? Look up to? Dependent? Trust? Etc. Etc.

Tifa wasn't honestly one of my favorites, and even though with enough writing you could make her relevant, she was sharing up to much screen-time(writting time?) with the main cast, and I couldn't work up to like her even if you wrote a plot for her. I suggest not writing her.
