I mean Mental Omega got cyborg dogs (Chitzkoi) and cyborg Squid.. and Dolphins. So I don't think its that hard to make animal version.

Animal units will be made just its on back burners atm.

I mean to be fair It is a stolen tech as Pacific front literally have freezing ray turret as anti air weapon.

To be fair education will take a back seat until its needed to mention.. it gonna be a few more chapters before Aqua even realize how much impacts she do. As currently she focus on Infrastructures first and foremost. (Plus she got more concern on Orbital Shipyard to consider education so those thing will be handle by Helena or some MCV who pick up the topic)
