if I am not wrong they waited for all UNSC members to have nuclear weapons with china being the last 1964. only then did they bring the NPT (Non-Proliferation of Nuclear Weapons) for the world to sign. Only india, pakistan, israel and south sudan refused to sign it. leading to sanctions in various forms.
