I know what it is but technically, time dilation is also the slowing of time to some extent. It's also why astronauts age somewhat slower in space.

uh time dilation is more as slowing down or expanding of time rather than speeding it up. If he applied that concept in a room then the time inside would be slower than outside which would defeat the purpose he's aiming.
