Why would a full onslaught of enforcers attack him if he didn’t do anything? That doesn’t really make any sense.
So you’re telling me he’d die from enforcers if he rejected the mission? Because it seems like he handled those other ones just fine, so it doesn’t make much sense that he would die to some random enforcers unless he gets himself into trouble or gets caught off guard, which hardly seems to happen because everyone has the strange desire to announce their presence.

How does that prove it’s not under System jurisdiction? There’s no foreseeable, logical punishment that doesn’t involve direct interference from the system itself that would result in his death for… not going out of his way to kill some dudes. I mean, hell, the author himself was apologizing because he was writing in a part of systems that most people generally despise. That is, the system itself dishing out death penalties for failure of a quest or even rejecting quests. Are you actually retarded, or are you just not seeing what I’m putting down?
And the punishment for rejection is literally the same as failing it. Death. There is no foreseeable, reasonable consequence outside of the system’s influence that would cause his death by rejecting the quest. Hell, even if he accepted and just did nothing then there still would’ve been no real reasonable consequence that would result in his death.
News that he tried to kill chem enforcers, even if he didn’t try to, would’ve spread? You’re not making a whole lot of sense here pal. Who would’ve spread this news, the system? Vi, because she feels like it? If he had simply rejected the quest, who would’ve magically found out “hey, this one guy in particular wanted to kill Chem Baron Enforcers” “The penalty for rejecting this quest is a I spread misinformation”
