Of the first 2-2-1 he got, he turned the last 1 into a pill without having to test it first. so within the first hour, he replaced 3 ingredients. which is why he went on with the other 3 1-2-2 for the second hour. The sets of ingredients he does receive for replacing an ingredient is for the current pill recipe, and includes no new ones for him to work with.
