You're focusing on the method, but completely ignoring the moral choice. Shirou didn't 'just create one tragedy' his wish literally condemned his entire world to total extinction. He explicitly said he would become 'Miyu's evil' and chose her over the entire planet. Knowing that saving one person will destroy the living world for everyone else and doing it anyway is the exact same fundamental mindset as Obito. Obito chose Rin over reality; Shirou chose Miyu over the world. Just because Shirou pulled the trigger with a single wish instead of a 20-year war doesn't change the fact that both characters prioritized a single girl over the lives of billions.
