I mean bandits and people like Madara have already been shown to be able to trample on civilians it really only levels the playing field. It provides knowledge that the poor and untalented normally can't receive and even with "bandits" gaining the same information it still lowers there lead since if bandits are a 5 and like civillians are a 1 in power if you add 20 to both the bandits lead becomes much more marginal.

his development path isn't based on quality. He doesn't need high quality believers. There is no reason to limit the usage of the ring since every person needs to pray to use it. His plan which was really established since the synopsis is to spread it to the whole world not limit at all, and for the point of madara and danzo, with the addition of this new high level knowledge it weakens them almost as it levels the playing field by raising everyone to like 20 ft.
