as I understand it cuz JK Rowling said kind of halfway that he didn't necessarily curse his name but it was the same like the ministry finding kids who use magic now she didn't say all those words but she really hinted it so the fan theory is just like the ministry of magic Voldemort used wards across Britain that if anyone said his name they would alert him and he would either go there or send Death eaters to find them this theory exists because it said that if you say his name he will come for you and since lots of people in the ministry were either Death eaters or tied to them in some way perhaps he used the ministries magic detection system or created his own based on it
