I was trying to say that shinso because of what he experienced at the sports festival and after his battle with Izuku made him grow up and put aside that low self-esteem with his gift and learned to harness it and improve, potentially making him the best underground hero by far surpassing aizawa. But the shinso in your story is still far behind even though you made him enter the hero class storyline wise he is still stuck in the same mindset of feeling inferior because of his quirk and in canon he overcame that feeling by being able to enter the hero class on his own merit by training with aizawa. Omitting the above your story is amazing, I like how you have handled Garp's character and how you have developed the story, there are a few small errors in the plot but that doesn't detract from your story at all.

This answer raises a question in my mind, how long do you plan to make the story? Because if you omit the recommendation test then it would cause some conflict with the character Inasa Yoarashi which I consider to possess some of the strongest quirks literally can control the wind an incredible potential that was not properly harnessed.

The difference here lies in goten, maybe if everything had developed as in the canon maybe Gohan would have done some training to maintain his power level before abandoning it completely, but this time Gohan witnessing goten's talent and also that he liked to train possibly left training much earlier to concentrate on studying. I understand taking creative liberties but I see no way shinso for the entrance exam even with help, the reason is because of the parallel between Izuku and him. I'll give you an example: Izuku always had the dream of being a hero but he never trained for it, only by getting attention from all migth and later ofa was the only reason he trained, the same thing happened to shinso even if he had a quirk g wanted to be a hero he never trained physically simply because he never had the will he got his chance by getting aizawa's attention when he faced Izuku, in conclusion I understand you want to make changes because you like X character but the development he got that in the end was the reason you liked him was because of the fights he went through that you basically just cut.

One small plot error, todoroki did not take the test with the others, he and a few others took the recommendation test.

At first I thought this story was great, I thought it was 5 stars because I really liked it sadly as time went by every chapter that was once good is now mediocre. Author I recommend you to read from the beginning your own story and think if you are really following a good story line or just writing for the sake of writing.

Is it a translation or an original story? It is interesting, maybe one or two grammatical errors but it is entertaining. This story is interesting, but it worries me that the MC is traveling with his sister ( I've seen many Pokémon fan stories where the MC travels with someone at the beginning, be it a family member or childhood friend and they all end up being the same, the protagonist who should have more character development ends up being a flat character compared to his companion, because they use the companion as a way for the protagonist to talk and have conversations which ends up in the MC only talking when the companion asks him something or does something) I honestly like how the story goes but in these few chapters the MC's sister has a more developed personality than the mc.

You presented the MC as someone who really loved Charmander, someone like that would never be late in fact he should have been so early that he would have found Professor Oak asleep.
