So author is saying. Outside powers not attached to the kingdom can interfere with the kingdom’s Awakening at any time because they’re outside the kingdoms jurisdiction? So why not try and prevent that from happening by only allowing awakening to happen at your capital or most powerful cities. If you can recruit your own dam subjects then why don’t they just submit to the strongest clan nearby?

The place where it happened wasn’t dangerous at all. It was the road leading to the Main city in the Area. All the mages should know not to battle near any main roads. They aren’t in some heavily populated area where they couldn’t find anywhere to fight.
