Honestly one of the plot holes of Naruto is the lack of power on their part. My head cannon is they have their own small group of ninja with a lot of samuri guards

In the anime they really did care a lot though early in the story

As of all the chapters so far he hasn’t. He mentioned before he was reluctant to because of the possible side effects. But it made it seem like he might eventually when he is more skilled.
