I thought you'd get it. here's your free googling, age 60-69 is the seventh decade of your life. author could say seven decade AND/PLUS 9 years, or the 9th year AFTER/PLUS/WITH seven decades of his life. OF means it is in his seventh decade.

yes, but it's the ninth OF the seventh decade. the ninth year of a decade is the ninth year. just like if you said the ninth year of 10 years.
