Well, it doesn't work like that. The power scaling is linear in these types of cheats. Mc will only level up if he kills someone. What happens when mc meets someone too strong but he doesn't have anyone else to kill to level up. There are infinite possibilities, mc can't say that he is the strongest even if he kills every single existence.
