The quote is from "The Godfather, Part II". It was written for the screenplay of that film, it's not an old proverb. Now, I will point out that similar concepts have been articulated throughout history, but never in quite that way. For example, Machiavelli, in "The Prince" does discuss the need of new princes to pay more attention to their enemies than to their friends. Though, in context, he's talking about the potential to win over former enemies to your cause, rather than staying close to them to keep an eye on them. Other quotes have been found that say things like, "listen to your enemies, they're the first to notice your faults", or simply "love your enemies", but I've never seen a quote from before the Godfather series that implies that you keep your enemies close by to gain a tactical advantage. Almost certainly, this particular wording originated with Puzo/Coppola.
