No, the bloodline already boosted all it could boost on the previous level-up. It accumulated to the next level before because it exceeded the limits of level 1, but on level 2 the boost finished before reaching limits, so there was no accumulation for later on the bloodline's part.

Funny enough, Heruk is based on a real person I knew when we were both 12-13 as we were in the same grade. He was a womanizer (he was famous for chasing after the girls and even giving threats to the ones that rejected him, but no proof of anything since no material damage was done in the end, so the school didn't believe the girls when they mentioned threats and most didn't even tell the teachers for fear of retaliation outside school if they did. I had just moved to a small town back then where basically everyone knew everyone, and I can't say the security there was the best.) and towards the end of the school year, he tried to strangle me to death (lucky I managed to escape when he lowered his guard and I ran away with all my strength) despite both of us never having interacted before; he just disliked me because he disliked me, or so he said together with lots of insults. This separation only applies to those under Rank 1, whose ages are between 10 and 16, in other words, teenagers and very weak. Not the ones you usually send to the battlefield as at that level they don't even qualify as cannon-fodder with their strength. This is a measure taken by the academy and not a worldwide rule anyway. A lot of them come from the clans of the city, so if there was a problem of a guy taking advantage of a girl, a conflict might develop in the city, which isn't desirable at all for anyone, and the measure exists because problems happened before they enforced this rule and it just remained like that.
