Shut in Emperor

Emperor Cole leaves the palace to see how his laws have effected his people and soon finds himself living in a tavern as a shutin. though he has remarkable magic and skills he only ever uses them when he is forced to and for a majority of the story ends up being yelled at by the Inn keep's daughter as she wants him to stop living in their attic and start doing work.
