It was a safer option than becoming a classic Dragon Slayer, but there was still a risk, so Tannin and Five decided that only the ruler of Atlantis could become a Dragon Slayer.

The next Chosens honored this decision, so the next Sea Dragon Slayers were the Sixth, Seventh, and Eighth. Each only after the death of his predecessor. It wasn't until the last war that the agreement was broken and the then government used 26 Lacrimas, leaving one in this temple, and created an army of Dragon Slayers.
