Wells City appears to be quite developed with paved roads and numerous carriages as people walked around the streets.
The people here mostly wear some coats or hooded cloaks because it's quite windy on this day and specks of dust were flying everywhere.

Diether and Stasis said as they could feel the presence of Arcana equipped by many passers-by.
They don't seem to be suppressing the energy of their Arcana perhaps to intimidate any thieves or they just don't know how to cover this energy.
Since Diether was a trained member of the Sun Fire Knight, he certainly knows how to hide the energy fluctuations of his Arcana using his Spiritual Energy.
