Soon a young Eltorn man was brought up. He looked around 20, however his actual age was around 50-60. But he was a young mortal Eltorn who had shown good talent in management.

The Eltorn Paradise Plane is relatively large, but it hasn't had a set city. So over the last ten years, A1 made all the Eltorns condense into one main city and three smaller towns.

This young man, one of the first loyal Transitional Dogs of War, managed the smaller town. And everything went smoothly, so A1 picked him.

Soon the young man was kneeling before A1, respecting him as the Emperor. Suddenly the golden crown on A1's head melted away turning into a golden sceptre, this is the power of his talent.

The orb on top of the Golden Sceptre, and golden light from all over the plane floated up condensing into a golden mist before floating into young man's body.

The young man's strength grew slowly as more golden energy flowed into his body. A fraction of the energy floated around, turning into red robes, similar to A1's but less majestic.

The young man's strength reached the Peak of Low Rank 1. Not too strong, but definitely impressive for a man who previously had zero practice and still has no spiritual roots!

''Meet the Emperor.'' The young man bowed, a quaint pen in his hand. Samuel also notices that it is an Artifact, similar to the Golden Sceptre.

Although right now it is even weaker than Ordinary Equipment, it will get stronger as the country develops.

Samuel nodded happily with the results. Although a Low Rank 1 Warrior isn't too important, keep in mind that this can be summoned once a week. And their intention isn't just to fight.

Being a warrior will make it much easier to manage the territory within the Plane.

Samuel also checked the boys status, and they surprisingly gained another ability.

[Guardian Beast: When an Official in in charge of 100,000 people or more, they can designate a beast to protect all the subordinates. This beast will be accepted into the Dog of War System becoming loyal to the host. However the official himself must subdue the beast.]

''Interesting!'' This talent is definitely powerful. But after checking Samuel found it was an evolution of the Eltorns own ability to subdue beasts. So if a human Official appears they might have different talents.

But this alone is definitely useful. A Peak Rank 1 Official can definitely subdue a Rank 1 beast to protect a city. So that means every week the empire will add two Rank 1 Warriors, or even higher once the empire gets stronger.

Speaking of which, over the last ten years, A1's management has greatly progressed the Eltorns. Although the Eltorns weren't backwards, they didn't have access to many pieces of technology on Blue Star.

And they were too fixated on the traditional nature of the elves, they didn't develop agriculture, they lived off fruit in the trees, and what they found in the Eternal Battlefield.

This meant that they rarely ate enough, but were unwilling to create farms. Of course A1 fixed this, he built large farms enough to feed all the population. And he began to build roads to enable better resource utilisation.

He also produced unique equipment to the Eltorns, such as wooden crafted furniture and traded it with Caterpillar Samuel on the Caterpillar Isles Continent in trade for coal.

A1 also told multiple of the summoned Dogs of War on the Eltorn Paradise Plane to trade the furniture produced for things that can improve the quality of life in the empire.

And also for many horses. The Eltorns had no mode of transportation, so A1 implemented basic horse and carriages.

All of this greatly advanced the state of the new Eltorn Paradise Empire.

The Caterpillar Isles also rapidly advanced under the new ambitious rule of Caterpillar Samuel.

He recently started to militarise the Ravine outside of the Plane. With the already 140,000 members of the Caterpillar species, he built a giant fortress protecting the portal within.

1,600 warriors now exist on the Plane, and the Caterpillar Army has grown to 500 members. Including a dozen Middle Rank 1 Warriors!

However there wasn't that much change really. Because the previous Caterpillar Swarm king had already built the basis of a Kingdom there.

As for BlueStar, as most of Samuels Dogs of War live there, they progressed the quickest.

Samuel welcomed seven more Dogs of War who reached the High Rank 1. And Samuel noticed an odd Dog of War among the Middle Rank Dogs of War.

That was B5, the girl Samuel gave the Phoenix blood to. After receiving so many talents Samuel slightly forgot about her. But when she broke through to Middle Rank 1 she actually received a strange ability!

Her Spiritual Energy could condense a Phoenix that fought alongside her! The stronger the energy provided the stronger the phoenix. Although it isn't a living beast, more like a special spell.

10 Years isn't too long for warriors, so not much really changed on Blue star. However a lot of children grew up, and even more were born!

However most importantly, Samuel developed a small Spiritual Farm within the eternal battlefield.
