Withdrawal and Conditions

The meeting place for the Shattered Star Ring Civilization Conference consisted of an area where the dome looked like a portion of the starry sky, constantly shifting, while the great hall was filled with various civilizations in the Star Field. The meeting seemed to have been going on for quite a while.

"… Regarding the sanctions from the three Universal Civilizations, there is too much content. A representative of a Star Cluster civilization sitting on a chair read out the proposal before throwing the question out and saying in a deep voice, "This is the current situation. Does anyone have an opinion?"
