Of course, in most cases, Family Patriarchs had complete dominance over the Hall of Patriarchs so Family Patriarchs were essentially the ones that made the call.

A wise and powerful Family Patriarch could lead the family to growth and prosperity. Family Patriarchs usually were among the most powerful warriors in a family. That being said, there were some Family Patriarchs that were stupid or only had physical strength.

Under those special circumstances, the general assembly of the Hall of Patriarchs could save the family at critical times by avoiding following the wrong path which would lead the Ffmily to abyss directed by the Family Patriarch.

A family didn't belong to one person!
