The bet was on whether Legendary Beings calmed down first, or humans figured out how to create an Artificial God.

If the humans won the bet, they would have initially acquired the ability to contend with Legendary Beings.

If they lost the bet, the Star-Moon Republic would be doomed. Even though the Star-Moon Republic had stored many Forbidden Machineries, these weapons, at most, could only contest a Lower Legend.

But Lower Legends are basically the bottom tier of existence among Legendary Beings. Even if a group of them died in the Legends' battle, there would still be many left.
