But even then, these local tyrants could use the resources they have to obtain a lot of contribution points without having to do missions or other tasks. So in the end, it didn't seem to be very useful. 

At the very least, it was quite useful for the base itself.

The cheapest dormitory only cost them 1 contribution points per day but the situation there was really not good. They had to live together with 9 more people and the room was only equipped with mattress.

They had to sleep with other people and stayed in cramped place.

It was cheap.

But the treatment truly reflected that way.
