The only thing that attracted Zhao Hai to be an inner sect disciple was the Scriptures Depository. The black Tiger Gang's Scriptures Depository was an independent Department with its own rules. The contents of the Jade slips that the service disciples could see were strictly regulated by the outer sect disciples and the inner sect disciples.
